On October 2, 2007, the Winchester City Commission adopted, after second reading, revisions to user fees charged and services provided by Winchester Municipal Utilities (WMU) as further outlined in the City's Code of Ordiances, Section 14-81. The effective date for the new fee schedule outlined is November 1 2007:
