In 1996, the United States Congress passed amendments to the Safe Drinking Water Act mandating that the United States Environmental Protection Agency require water systems to provide Consumer Confidence Reports or Water Quality Reports to its customers on an annual basis beginning October 19, 1999 and by July 1 annually thereafter.
